He's grooming you, which is a compliment because it means he loves you. Oreo does it to me, so I asked the vet - I'm not that smart :)
My cat does the same thing!
My cat, Pepper was notorious for doing the same thing. I assumed it was because she was trying to steal my scrunchie, which she did one time succeed in doing. Gotta love the kitties!!
